How it works
  • 6% cooldown reduction: skill and item active cooldowns x 0.94, so a 20s cooldown takes 18.8s. Sources add up, at most 50%; relic cuts (Chronal Sandglass, Tinker's Gearbox) multiply after that.
  • 13% magic resist penetration: the hero's magic damage counts only 87% of the target's magic resist (a share, not a flat amount). Against 200 magic resist 36.5% of a hit lands instead of 33.3% (x 1.09 damage); against 50, 69.7% instead of 66.7% (x 1.05). Penetration from several sources adds up, at most 100%; it does nothing to 0 or negative magic resist.

Lore

Carved by Skaldfell saga singers from a cracked celestial resonance orb, pale birch wood, and frost-steeped vellum. It calls down frozen astral meteors and infuses every offensive incantation with biting glacial chill.

Appearance

A slender stave of pale birch wood crowned with a fractured cerulean glass orb inside interlocking bronze bands, mounted beside an adjustable Serravel quartz lens. Bound directly below the cage hangs a miniature vellum folio permanently rimed with sparkling azure frost. Gripped with one hand along a braided leather wrap, the scepter crackles with silver starfire, shedding whirling flakes of snow with every incantation and dropping cataclysmic pillars of frozen astral light.
