How it works
- 5% cooldown reduction: skill and item active cooldowns x 0.95, so a 20s cooldown takes 19s. Sources add up, at most 50%; relic cuts (Chronal Sandglass, Tinker's Gearbox) multiply after that.

Lore
Inscribed by Lanthuy scholars within the Hall of Mirrors upon vellum pressed from celestial reed pulp. It sharpens arcane resonance, expanding a sorcerer capacity to weave potent incantations with swift cadence.
Appearance
A thick leather-bound folio bound in indigo calfskin, secured by two hinged brass clasps etched with celestial star charts. The spine is reinforced with raised hemp cords, and the gilded vellum edges are darkened by thumb grease from centuries of study. Carried tucked under a scholar arm or rested upon a reading lectern, the open pages glow with soft violet script that shimmers when spells are voiced.
